![]() ![]() I generally build highways between cities and not within them though, so this method may not create what you're looking for. It essentially means you're never building shortcuts, since any journey between ramps is always faster on the highway. I try to generally put the access points far enough apart to have a journey between the two closest ramps make sense. There doesn't seem to really be a good reason to have two exits so close together in the city. once you make the distance/speed calculations balance to the highway they'll take it. There's probably a few things you could do to mitigate this: You have to go a pretty long way around the other way otherwise. I think that what they're doing is actually pretty rational.
